Reliever appearances too long?

I'm having difficulty getting my manager to use any reliever for just one inning, even one with 25 stamina. He won't make pitching changes between innings in a way that mimics real life, but instead leaves every reliever in until exhaustion or until they have allowed multiple baserunners.

This includes things like leaving in my top setup guy for a third inning, already near 30 pitches, after my team just put up like 7 runs to break the tie he was trying to preserve. It also means regularly leaving high leverage relievers on the bench in the 8th of a tight game because some low-leverage middle reliever isn't so exhausted he has to be pulled. It's like the manager only thinks about game situation when a pitching change is already forced to be made, rather than making pitching changes in response to the game situation.

Any ideas on settings to tweak to fix it? My league is fictional and was set up with 2014 settings. So far the only success I have had is setting a very low pitch count, at or below 17, but then I'm of course seeing top relievers pulled for worse in a high leverage moment in their first inning - and this still doesn't fix the issue, as the AI will happily deploy a reliever at 16 pitches for a fresh inning and then pull him after the first hitter. Setting reliever hook slider to the lowest setting does not appear to affect anything. Thanks for any advice

My advice is to go into the player strategy and set individual pitch / batter limits for the guys you're concerned about.

Look like you need to adjust your slider on the Strategy tab. Scroll down to Substitution Strategy and adjust the "Hook relievers" tab to quick.

An easy global adjustment you can make is to set the RP stamina setting in LTM to 0.800-0.850. Based on experience I like it to be less than SP, say 0.900 for SP, 0.850 for SP.

Thanks everyone. Team strategy settings have sadly not worked but somehow, despite going so far as to post a screenshot of the settings, I didn't notice that reliever stamina setting was there. I'm sure tweaking that to taste will get me where I need to be.
