I know the NCAA is not playable, but is this league still tracked as a ghost league in the background so you can still watch the progress.

You get player stats for it, but not game results or standings.

I wouldnt even go as far as playable. Just having the NCAA fully simulate in the background with games, standings, playoffs, etc. would add so much to immersion.

How does not having the NCAA as playable impact player development?

Consequently, is it better to take guys out from the NCAA and drop them in Canadian Junior leagues?

It doesn't, nonplayable leagues get the same development rates playable leagues do.
