Odd scouting snippets

Some scouting reports show odd snippets, like this one where it says Barzal may not reach Ross Jonston's skill.

In FHM4 I had a report saying Goalie A would never reach Golie B's potential. Then say Goalie A was better than Goalie B.....

What is the level of those scouts? Maybe that's the reason, maybe one of them is not good enough and his point of view is bad. I don't know, just guessing.
