Contract Signing Logic

Quick question regarding player signing logic. I run an online league and we are seeing a large number of in-season FAs signing with one team in particular. Each sim we see a few teams offer minor league contracts to a player with that player choosing this one team more often then not (all things equal and no bonus assigned).

Could there be any reason to explain why certain guys are going to one team when multiple teams offer a MLC?

My intuition is that there's no calculated difference between the offers and something that the game uses to sort them is an unintentional "tiebreaker." Is the team in question always exporting first or last? Or perhaps it's something to do with team city, name, abbreviation, or ID#.

I noticed something signing International Free Agents. I offer the max, then I get the message about "other team offered better deal". Then I just offer max again. Sometimes this happens several times and as long as I'm the last one to offer the 5million max I've won the free agent.

Maybe something similar in your league.
