Pro/Rel Question

I think I've got most of this down, but I do need some clarification on the following from the manual:

League finances: Use 100% for the top league, 50% for the one below, 20% for the one below that and 10% or lower for the ones below that. (Note that there is a function to mass-adjust financial figures now, on top of the finances setup)

So does that mean leave the top league alone, subtract 50% from the second, and subtract 75% (there's no option for 80%) from the third? Or what? It's a little unclear and I don't want to mess this up.
