Scouting Director Recommends Random Draftees?

I'm not sure if I just haven't experimented with enough games and scouting directors yet but, in the games I've played with scouting on, I've noticed that my scouting director makes random recommendations when asked about the draft? I'll have guys he ranks as potential 80 players and then, when asked, he'll recommend a random 55 potential guy. If he thinks a player is the best potential player in the draft, shouldn't he recommend that player? Or maybe the potential ratings calculations needs to be adjusted?

This doesn't appear to be affected by age or position. In my most recent draft, for example, the scouting director rated a high school catcher as the best prospect but then recommended a random high school third baseman.

What is your scout's "projection?"

I'm thinking perhaps it has to do with a "Heavily Favor Tools" or a "Heavily Favor Ability."

I would guess without having further info that your scout is "Highly Favor Ability" and the third baseman is more ready to play now, whereas the best rated prospect would be the recommendation for a "Highly Favor Tools" scout.
