Posting question

I notice two options that were evidently in last year but I didn't use, but they don't seem to be covered in last year's manual, at least as far as I can tell. On the financial options screen, there's a disabled "Allow Players to be posted as FA prior to Eligibility" and a maximum posting fee (set to $0 as a default.)

Did anyone use this last year? How exactly does the posting system work? I have Japan activated along with independent American leagues, so it seems like something I might want activated.
