NEW League Idea: Feedback needed

I've been playing OOTP in online leagues and solo leagues for quite some time. This is an idea I've been tossing around for a while. The reason I post it here, and not in the league forums is because I want to firstly see if there's interest in this sort of league, and secondly I want to develop it properly-- taking all the necessary steps. Any feedback would be great@

The Creative Universe Baseball Experience (CUBE)
The Creative Universe Baseball Experience is an entirely fictional, alternate universe that takes place during World War II. Inside the CUBE, Major League Baseball decided to suspend all baseball activity during the duration of the war. The year is 1942 and four new baseball leagues emerge from the void that was Major League Baseball.

Standard Play
What I am looking for is 4 Commissioners who will create and guide these leagues from infancy to supremacy. The four leagues will all exist inside the CUBE but they will run separate seasons and only plays teams within the same league. The structure of the league—from the number of teams, to DH rules, to the number of games—is determined entirely by the Commissioner of that respective league. Each league will run its own playoff series and crown its own champion.

CUBE Baseball Cup
The CUBE Baseball Cup will be held every year at the conclusion of play of the other leagues. Four teams from each league will be selected to play in the Baseball Cup Annual Tournament. How the teams are selected—based on record, lottery, cycle—again depends on the choice of the Commissioners of each league. The Sweet 16 will compete in a single elimination tournament to see who the True Champion of the CUBE is.

Expectations
My role in all of this is the run the CUBE. Because all of the leagues exist inside the CUBE, they will all be in the same OOTP file. I will be responsible for running sims, processing trades, and handling the OOTP file in general. I will also be responsible for creating story-lines outside of the leagues that may affect the way things in the CUBE operate (news from the front, Presidential elections, natural disasters, etc.). I will handle all monetary costs for the league to run and I, myself, would not control a team.

The role of the Commissioners, after the initial construction of their league, would be to more or less moderate and monitor the activity within their respective league. Once a month (in-game time) I would expect a monthly report from the Commissioners regarding activity and the goings-ons in their league.

I imagine the CUBE being a highly active community, in which activity from its members are required. There will be a rewards-based system in which a general manager can redeem Extra Credit Points for in-game rewards and the like.

What I ask from potential commissioners is to keep the leagues relatively small for the time being (8-16 teams) and that we use a format in which a schedule is already generated. We can expand, learn, and evolve as time goes on, but for the time being I ask for relatively simple and doable leagues.

Would all leagues compete for a joint free agent pool? Would trading be allowed between them? Not that I have time for another league, mind you. Just curious as to how you plan to set this up.

Ah, I can't believe I forgot that part.

The league's would compete within the same free agent pool, and they would be able to trade between leagues. I imagine the transaction wire looking much like they do in the European Soccer leagues.

I would also like to institute some sort of salary cap-- perhaps a "soft" cap but the specific of that would be discussed with the 4 Commissioners so that we're all in agreement and all on the same page.

I would also like to reiterate that this is not a recruitment thread. Rather, just a medium for me to develop my idea and get some feedback. However, if you are interested in one of the 4 Commissioner spots, a simple PM so that I know there's a market out there for this kind of league would be helpful .

I may have found 4 Commissioners and have taken the first step into making this league a reality.
