New Fictional League run by Vets

There are still a few opening's in a new fictional league.
The league is new, but the Co-commish's have been involved with HighHeat and OOTP league's for years.
The league has a $95 million cap and a $30 mil limit on money held.
All the scouts are set to Average and there are no coaches.
