Reserve Roster - AI Management Questions

Hi all, I'm starting up a league with no minor leagues, just reserve rosters. I've set the limit to 50 players on the reserves, and so far it seems like I'm only having one team respect that (I'm importing historical players and adding them to teams, so I've been watching to see how it handles the reserve roster size).

When I try to force the AI to update its roster, it will send players back and forth between the reserve and active rosters, but it will still keep over 50 players in the reserves - except for the Dodgers, the rule followers.

Any idea what might be going on in the settings to cause this?
