My MiLB teams are horrible.....

Not sure if it matters with development (I am ranked 8th out of 30 from an org prospect perspective) but all my teams below AAA have horrible records.

Everyone's morale about "team record" are horrible at these levels.

My approach is to let AI to promo and demotion except for top 20-30 prospects who I track via shortlist and lock to specific levels.

I just have a hard time understanding how "Rookie league" full of players who were just drafted are so uncompetitive with other players who are just drafted.

I make sure all my rosters are full and cut players who are lowly ranked relative to their current level....

Any tips? Does this even matter if my prospects are developing?

I believe you are ranked 8th because you have the 8th-highest number of the top 100 prospects in your farm system.

That could be just 10 minor-leaguers spread across 4 minor-league teams, so it's not a good predictor of Won-Loss success for your teams.

If you want them to win, you need to spend time finding and signing those lower-tier prospects that you know will never make it to the MLB club, but they will be good players at AA and below.

It's more work, but some players take pride in having a strong minor-league system.

Also don't confuse having the the 8th ranked minor league system as having the 8th best minor league players. First it's only prospects that are ranked, second the math using in the ranking is unknown, so the best player won't be ranked the #1 prospect

I have a player 42 overall ranked higher than a player 80 overall.

Do you check your upcoming minor league free agents at the end of the season and re-sign the 2 stars and up to new minor league deals? When I first started playing, I didn't know I needed to do this and I lost half of my minor leaguers to free agency and it left my teams in shambles. This is the first thing I do after I'm eliminated from the playoffs or when the season ends.

From my experience, when I used to play ootp, I spent more time in my minor league pages than my mlb team. If you want a truly successful minors system, you gotta spend a lot of time looking at player pages and rosters. If you don’t want to micro manage the minors, just try to pluck up promising players from other teams when they reach AA or AAA level.

I love managing my minor league teams. It's hard to say what your issue is with the provided info.

The issue with minor leagues is the AI will just sign a bunch of the oldest qualified players based on the service time/age limits to fill out the bottom of the minor leagues. So your 18 y/o that are just drafted are often times playing against a bunch of 21+ y/o who have terrible potential but have been playing in the minors forever and will often times have better current ratings than even your 18 y/o top prospects. This happens at basically every level and your teams really only catch up with their current ratings to match the AI at around AA or AAA.

You have basically two options to combat this: implement age/service time limits at each level of the minors in your settings. Or, you can just choose to set up your minor leagues like the AI does and fill it with a bunch of the oldest/most experienced non-prospects that are qualified to play at every single level to help even the playing field.

Most people who micro-manage their minor league systems tend to promote/demote/release with some semblance of real-world logic. In the real world teams aren't keeping old prospects at the lowest levels of the minors because it just clogs the development pipeline and takes playing time away from younger players who might amount to something. The AI in OOTP doesn't really function this way so you're usually fighting an uphill battle against older and more experienced prospects in the AI MiL systems, which unfortunately leads to a lot of these issues with humans having their minor league teams clobbered by the AI teams.
