Draft position not based on head to head when tied

Playing using the 2023 balanced schedule. My Cubs and Cleveland ended the season with the same record, but Cleveland was 2-1 in our head to head matchup. However in the draft they are positioned at 17 and me at 18.

I would think head to head would be the first tie breaker? If that's wrong, what is?

Draft position ties are broken using each club's record from the prior season.

You may have been thinking of the NFL, which does use the standings tiebreakers to break ties in the draft order.

I've actually never paid that much attention to the MLB draft, other than the first few picks and who my Cubs took first. In all of my years playing OOTP I had never been in this situation, and merely assumed the tie breaker would be the season that had just finished. Seemed reasonable enough to me, I was wrong.
