ELC players on waivers

Hi, I have Okhotyuk on my save game, in 23/24 season. He’s on his last year of ELC and played 18 games for me in the NHL last season and is 22 years old. I sent him to the AHL this year and now he is on waivers. I’ve read through this https://www.capfriendly.com/waivers-faq

And I don’t understand why he is on waivers. Is there something wrong with the implementation of waiver rules? Or do I just interpret the rules incorrectly?
