Spread of talent in independent leagues
I'm starting a game in 1871 (fictional) and would like to incorporate independent leagues in my universe. I know that the PCM will be lower but I would like to have some players created in those leagues to sometimes become stars in what is my major league. You know, "diamonds in the rough" that some scout found in a Kansas independent league...
So I guess my question is is it possible to set up an independent league where there is a possibility that players created could become, once in a while, superstars in the majors? |

Just to add something. I was watching Ken Burns' Baseball and the part about Walter Johnson being scouted in the Idaho State League really appealed to me and would like to replicate it in some form in my universe.

Even with lower PCM's, the leagues will have a spread of talent, and some guys will turn out to be on the right end of the Bell Curve. Those will be your "diamonds in the rough" (or in the sandlot).
