In a historical game how do i make it so players that did good in real life must bust or vice versa?

Commissioner mode and edit there ratings? I've never played historical, but that seems like the only possibility.

If you simply want it to be possible for players who did well in real life to fail, and vice versa, just have the OOTP development engine handle player development instead of the default of annual adjustments to reflect real-life results. Players will then diverge gradually from their historical development paths, sometimes doing better and sometimes worse. Willie Mays may wind up as a journeyman outfielder, Marv Throneberry as a Hall of Famer.

In my world I have had one do better than real life and others no so good. Mostly the no name Negro players so better than they did in real life while others sucked big time
