how do you take someone off the 40 man roster and add another player

You have to waive them which means you run the risk of another team claiming them. If they clear waivers and were on the ML roster they have to be assigned to the minors as they can't be on the ML roster without being on the 40 man. If they were already in the minors then nothing needs to be done they can stay there
