Salary cap. Coaches contracts and minor leaguers

I searched the on-line manual and it says regarding coaches contracts : "All personnel must be signed to contracts, just like players. These expenses come out of the same budget that is used to sign players. In other words, the more money you spend on coaches and personnel, the less you have available for player contracts! "

My question is .. is this true for my salary cap league ? Do coaches contracts count against my cap ? What about minor league players ?

I'm guessing that all players (even minors) count against the cap, but coaches do not. I assume coaches still count against the budget my owner gives me (or the money I am able to earn). Is that accurate ?

Just want to make sure I get my info straight. Thanks for reading.

fwiw i'm pretty sure the hard cap isn't quite a hard cap either in ootp.. some teams can go over it for certain circumstances in years past... not supposed to but it happens. could be different in '19? it's not grossly over cap, but think ~10m over is possible.

That would be grossly over my $15m cap ! lol.

probably scales to differnet economies... i have a modern-like financial environment with ~180M avrage revenue or the like.

just in case, take a look after a few years of instituting the hard cap... maybe it doens't scale
