Why do players get 'stuck' on waivers?

This isn't even his whole history. It's only roughly half the scroll bar.

Carlos Espinoza was some middling AAAA player on my team. I brought him up when another player got injured, then when I wanted to send him back down, I needed to send him through waivers. Once he got picked, he's lived in waiver hell, not playing a single game and just hitting waivers and being claimed every 4 days, like clockwork.

No one wants him on the 40 man, but everyone wants him? What is the AI thinking, trying to pick him up and then put him directly back on waivers again?

I couldn't even use the "offseason summary" page, because 95% of the league's transactions were players like poor Carlos getting gained and lost and gained and lost and gained and lost and etc...
