Simming with incomplete minors

The option for allowing incomplete minors is unchecked. the lowest tier is playing games with incomplete rosters. (no controlled teams at moment)

(i did check it, change the drop down to the "match" option, then uncheck it.. doubt that's pertinent since it's unchecked.)

some of these teams i simply click "ask ai to set up complete minors" or complete organization, then they have plenty in the rookie league. I advanced a few days watching before doing this... the AI was content to have 4-5 position players or a handful of pitchers.

relative to how few teams are low on # of players in the rookie league, there are plenty of FAs alone, and there are more 18-20y.o. in the international complexes, too.

in the game i am unemployed and no human controled teams. there are available FA with 0-2 years exp available to be signed (according to rules of the rookie league)... in case that's part of the problem. will find out soon.

i do have service time limits on, 2,3,4,6,none, respectively, R-AAA. it's a fictional league... started 1985, but with 2017 strategies -> still pre-2017

just in case it's due to related settings.. that's all i can think of.
