When batting/field in game + 3d mode, my video card makes unbearable screeching noise

I have an AMD R9 fury w/ newest drivers. I've never had any issues with the tons of games I play but this game is making my video card screech when playing, and only during a game in 3d mode. The steam FPS counter says it is at 1k+ at times, and I've tried capping it in my AMD software but it doesn't override it. Also tried looking for a setting in the config files and can't find one. Anyone know what could be causing this issue? I reinstalled the game to a different SSD, messed with all the video settings, etc. I'd love to play this game but I'm going to have to refund it if I can't find what's going wrong here.

I would suggest doing the following, it's worked for other customers with the same issue:

Add OOTP to your Radeon Settings profile, and enable V-Sync.

This worked. I tried this several times, but the issue was that the shortcut within my AMD application to OOTP was wonky. I relocated the shortcut to the .exe again and it seemed to force the change on the game upon reboot. Thanks.
