Bug with prospects

there is an issue with high rated prospects with 4.5-5 potential ability who are not going to reach their potential. Clubs which draft them just dump those players because after 2-4 years they still have 0.5-1 ability. And you can sign them for free and trade for 1 round picks or top players. And after an year or two their new clubs will let them go and you can do the same trick over and over.

How far along in the game are you when you see this happening? In the first couple of seasons, or after several years, e.g. the early 2020's?
