Pacific Coast League historical game

I would like to set up a Pacific Coast league with its historical players starting maybe around 1925 (Tony Lazzeri hit 60 homers that year for Salt Lake !) and playing through the league's history (with some rules set by me like more standard schedules of say 154 games) what is the best way to do this?

Do I need to set up a major league for that starting year, go unhired at the start and then sign up to be the GM of a PCL team? If I do that, can I pretty much ignore the major league level (except if they want to trade or purchase player contracts in my league)? That is, can I play a Pacific Coast league, and if so where do the new players come from - would there be a draft of new players each season? Do teams instead in my league recruit from other, lower quality minor leagues? I want only historical players. No fictional.

Also, can I play as League Commissioner for the PCL, so I can govern its league settings? Or does that not apply for minor leagues?

Has anyone tried this yet?

You can set the PCL up as essentially an independent league - don't add them as a minor league to the existing MLB setup, just add the league to the universe and assign them an "AAA" level. You should then be able to act as commissioner (there's no way of acting as the commissioner of a single league, IIRC, you're the commissioner of everything or nothing).

Those supermodels, though at times they are useful for the hit and run.
