a minor leagues question
Is it possible to give each Major League team two Rookie and two Short-Season A teams? If so, will the AI teams use the doubled teams effectively, distributing its prospects so that everyone with any potential gets playing time on one team or the other?

Sure. Either create more minor leagues or edit and expand the ones you have.

It's not a perfect distribution but it work reasonably well. I'd suggest creating a second league and setting the Pcm's slightly higher or lower so one of the league's will get the more developed players
