Inaugural Draft - AI disregard vets

I notice that whenever I do an inaugural draft, the AI leaves STUD vets available late, to the point where it's almost easy to field a team of 35+ guys to win it all right away. Anyone else notice this?

For instance the attached guy I got in the 15th round - pretty legit and at 35 he should stick around a bit (ignore my 16-11 record, aside from him and one other I house-ruled myself away from drafting these types)

It makes sense. Most teams are going to build for the long haul, not for a 2 or 3 year run then get killed for a while.
