Star Ratings and Scouting Ratings

Can some one please explain how the Roster ratings for a player Ability (which appears to be silver stars) and Potential (gold stars),correlate with the ratings you get from scouts.

Is there a reason why the Ability stars are silver and the Potential stars gold. I haven't seen any players with Gold star abilities in my team but may be they exist?

e: unscouted, only talent/future talent displayed for player with no reduction in the inherent error
d: scouted, attributes displayed, error reduced slightly by an amount dependent on the scout's skill
c: scouted twice, error reduced moderately
b: scouted three times, error reduced significantly
a: scouted four times, error reduced heavily, maximum level

The gold/silver colours just make it easier to differentiate between ability and potential, they're still on the same scale. Ability is how good your scouting staff thinks the player currently is, potential is how good they think he can become.
