Trouble new league fantasy draft

I used the MLB QuickStart, edited the league structure to reduce the number of teams to 16, released all players, and deleted all players from FA pool. I then clicked the button to generate fictional players and schedule fantasy draft.

The draft pool is only 630 players deep - just under 40 players per major league team. Also, with the scouting engine off the best hitters in the pool are rated 4/10 in most categories.

How do I get a larger draft pool and some players of higher caliber?

I don't use the MLB setup, but if you're already utilizing the Fill with Fictional Players, you can use that more than once at any level and Clear Rosters before you actually begin the draft.

That should help with quantity of players, any suggestions on the ratings issue? Since I have scouting off I should be seeing a cross section of ratings including some elite players - with no one better than 4/10 they just aren't there.
