Say I downloaded the game from the web site and in a few months I got a new computer... how would this work?? would OOTP let me download it again on to my other PC for no charge? or would I have to pay for the game a 2nd time to download it again?

Assuming you installed and played the game on the original computer, it's a matter of unlicensing it there, installing it to your new computer and activating the license in the new location.

One more thing is. OOTP comes with 2 licenses so you can just install the game on the new computer using your second license. It's the same activation code. However, if you get rid of the game on the old computer, You must un-license it first so you'll still have use of your second license.
BTW it's free. No extra charge.

It's in your confirmation email that you receive after purchase.

Be sure to check your Spam folder in your email in case it got filteredt out.
