Historical Sim Problem: Everyone is a Free Agent

I just played my first historical sim with the 1985 Yankees using the Lahman database. After the season ends, just about everyone is a free agent. Only a few of these players get signed and you end up having people like Cal Ripken and Ryne Sandberg just sitting out there on the free agent list for years.

Has anyone had this problem and do you know how to fix it?

The way I've dealt with good players stuck in free agency before is to go into commissioner mode and force AI teams to offer minimal contracts to them. I try to align teams with their needs (e.g. I'd try to get Sandberg on a team that needs a 2B). Then I proceed forward and sometimes the signing happens.
