Any chance you could write an export function that dumps the names from the database of an existing universe/league into an xml names file?

Not a long term solution, but at least this way you could import csv name into OOTP 22 > convert league to OOTP 23 > create names file in xml format.

Other than that it's just a whole lot getting used to XML. You can check the structure of XML files by opening them in your browser. Things like replacing a whole nameset shouldn't take to long. Maybe we can get some tutorial, that looks at some of the standard modifications a user would do.
Please let me know if I missed some problems with this file.
Modding it is the real problem because before it was very dextrous and now it's not. I appreciate that you're engaging with us at all about it, I realize we're a very small subset of the game audience of folks who even mod.

I think the trick isn't so much tutorials, I think it's just as Ktulu suggested a way to import the existing XML files into the new version so we don't have to start from scratch when modding. While a few folks (including me) here have managed to get things working, being able to migrating the existing names files into the xml format would make modding and adding new namesets way easier.

Use VSCode. It's free. It's a text editor. Its tools it seems to me are superior to NP++. And yes XML is far superior to CSV.

If I want authentic names in future fictional draft classes on an OOTP 25 new standard game should I be downloading/adding one of your guys' xml files or is an authentic names file already built into the game at this point? Thanks for any help.

there are still a lot more names in theses files than in the game.
