It's because they don't play each other very often. Unlike with tennis and golf rankings where players play against each other all the time, national teams don't play competitively out of their confederation very often. (World Cup, and to some extent Confederations Cup).
That's why the rankings are not very reliable, as different confederations are at different levels of team strength.

Used Sdpm's quote to highlight that I don't think biannial WCs would help; and better rankings certainly aren't a good enough reason to mess with the traditional 4 year cycle.

Only problem with biannual World Cups is if you held qualifying groups you'd have to scrap tournaments like the European Championships which can't see happening, or you could work of world rankings and we all know how worthless they are. Every 4 years is just right for us Europeans because we get the Euro Championships in between which with the quality in it is just as good as the World Cup bar teams like Brazil and Argentina not being in it.

The 4 year cycle gives space for the continental tournaments, which can be important for a young team building for World Cups; (slightly) easier to qualify for the European Championships than the World Cup.

Take this WC..Ecuador, T&T, South Korea, Japan..even the USA have beaten or tied European sides. And the whole world gers to attend.
