A Player has taken his game to a whole new level

But no talent increase... what is supposed to happen for this player under player developmenthb

AFAIK, the "whole new level" message means multiple (and large) improvements to actual ratings, but no change in talent.

that's my understanding

wish it was talent, i dont think there's any way to raise that

Well there's no way to intentionally raise talents, but talents rise and fall, based on age and random chance (and performance, to a lesser extent), just as ratings do.
