I feel like in this game especially I have had a MUCH harder time drafting and signing international free agents who end up being great. I signed a scout that was legendary or outstanding across the board spent double the league average in scouting $ scout favors ability Def now in rebuild mode because my good players all got old and never really replenished well with players not developing into what my scout thought they would. I fired him to start this rebuild and got another great scout that favors tools this time to see if I have better luck getting almost anybody to be more than just an average mlb player.
