Help! - Financial Setup for Pro-Rel without Minors

So long story short, I'd like to buy the game if I could set up a fictional save with pro-rel where teams use reserve teams in lieu of the complex American-style minor league system. But I am hesitant thinking that the game's AI-controlled teams may be hardwired to act as if they are MLB teams even in a reserve-clause type universe.

Is it then possible to basically run a multi league universe where the market basically operates as world soccer does (e.g. with simple transfer fees in lieu of all the complex arbitration / free agency / minor league development) etc.
