Historical Minors - roster limits

When the Texas League forms it has a rather low 20 or 22 player roster limit. If you start prior to 1919, the Cardinals and Tigers, the two teams with Texas League affiliates have to go on a mass roster purge to get to the roster limits imposed by the Texas League. Meanwhile, the other 14 team in the league are free to sign as many players as they desire.

Thing is, OOTP specifically warns the user not to set the lowest level of minors to less than 35. The Texas League is the only level of minors in 1919. Same for 1920. Thing is, the minute the Texas League arrives and the Cardinals and Tigers purge their rosters, the sign and release parade begins. Guys end up getting dropped on a Monday, signed again on the same Monday and then dropped again by the end of that Monday.
