Historical rookies not importing in online league

OOTP 22 running on PC:

Here are my settings:
1. The "Automatically import historical rookies" box is checked.
2. The database path is set to default (C:\...\Documents\Out of the Park Developments\OOTP Baseball 22\stats)
3. Draft date is 3/1/1985
4. Reveal date: 40 days before draft

Here is the issue:
No rookies are imported into the game.
I tried to create and import a set of rookies using the "Import Draft Pool" function, and that did not work either.

Question:
How can I get this to work?
