Cannot sign scouts in NHL

Hi

I am fairly new to this game and i have a frustrating issue.

I cannot hire scouts having 29k /year wage for my Ottawa team,

here below my finances on staff and i cannot really figure how can it be possible to be blocked as such.

Never had such issues in OOTP I wonder what i am missing. .. ??

Looks like you have enough money to sign him, I'm not sure why it's doing that - could you upload the save (uploading instructions here) and I'll take a look at it?

So it would be an honour for me to share my save but i could not figure out an error with the ftp client you guys suggest.
