Help me scout the world! Who's some interesting prospects that are not in America?

I have a game going where I've enable every league in the world. There's some interesting players out there for sure, but has anyone run across a player that ends up being really good in the MLB?

Yes. But I'm not sure if they are real or fake. Best I found was Daniel Enrique Perez from Spain. Think I got him at 17 or 19 just for my DSL league had the usual 1.5 or 2 star potential very limited stats.

Probably a victim of TCR cause the next season he shot up to 5 star potential. So 2020 he played 1 full year in DSL. Then 2021 he made it up to A+/AA/AAA and 2022 he was #1 prospect in MLB and my starting CF opening day. By the All Star game he was 3 stars overall as well. WRC+ by all star 135 with a wOBA of .368

My theory is the DSL is mostly all .5 to 2 star prospects anyway since a lot of scouting discoveries. That is what they are around in most other leagues. All very limited stats so I am going on hunches and ratings. But I'll take chances on anyone 19 and under. Sometimes even 20 and under. I usually go 20-23 ages to recruit from Indy ball to fill in A+/A/A- ranks.

I dislike the way Scouting Discoveries are in the game. It should be more interactive as finding players is fun. It should probably be something where you send your scout to a certain country then he gives you a list of 5 and you get to pick 1. Or maybe it should fall under the 5 million Int budget as well and you have to sign these players like IRL. Teams don't really drop 5 million on 1 person these days they recruit dozens and dozens.

You can def scout some good foreign and Indy league players over the course of the game. It all depends on who is getting cut. Even myself I've cut guys then all of a sudden I see them pop up 3 years later and are catching on.

All those young players don't get stat lines cause they share limited playing time with a ton of players. So you are never sure who is gonna develop and who is gonna bust. That's the best things about full universe the rejects might actually get playing time some place else and put together stat lines year after year. Then you realize the players you gave playing time to stink while the released guys were good.

Plus I rather take a chance on Japan league cuts from their draft then most scouting discoveries I get. Every now and then I get something developing with scouting discoveries. But most of my development from the lower leagues is from me searching foreign and Indy leagues.

I actually wish MLB had a foreign draft just so OOTP had to implement one. It be cool to have a 2nd draft and have leagues in DR and Ven and around the world we could draft from. Anything to make discoveries more interactive like free agency and the real draft.

The July Int Am Free Agency is just broken. Give 5 million to the top player you or scout thinks he signs the next day. It's just no fun.

Mikolaj Dabrowski. His #1 Nationality is American but Secondary is Polish which allows for starting in the DSL. I think I might have got him from an Indy league but he might have come from Germany to them or something.

He is 22 in my save #49 top prospect. OSA does have him at 4 star potential while my scout has 3. Did 1 year in DSL. Then promoted to A. Stayed in A in 20220 but he is about to get promoted if I can fit him in my A+ or AA squads. My scout has him at a 90 curveball yeah 10 higher then normal. I don't cutoff ratings. Wicked stuff very avg or little below avg movement and control. I am going to see he progresses up to AAA. But honestly I could probably bring him up to the MLB right now as a setup guy or closer. Where his curve and stuff would dominate in that role. He has above avg fastball and cutter.

I purchased him back in April 2020 he was like 1.5 or 2 stars with no stats. I was like oh he has a 2nd nationality, score. DSL loophole. So I took snagged him up.

Hedbert Perez. Looks like a Venezuelan from the Brewers. They promoted him out of their complex at the start of the universe. I got him in late 2021 from an Indy team. Wasn't highly rated or anything. I got him send him to DSL finished with WRC+ of 154 now in 2020 he in A ball at 19. Think the AI promoted him so young he didn't even have fielding stats let alone positional. A year in Indy ball. A year in my DSL now he has 65 for all outfield ratings. And is a 4 star prospect from OSA and my scout and #67 prospect.

No idea why the AI Brewers promoted him unless it was a IRL move. But he basically couldn't field so they cut him. No idea if his fielding increase was TCR or just natural since he was under 18.

Lu Polit a Frenchman is interesting. He has been as low as 1 star and as high as 5 stars for me. His scouting reports are all over the place. From an ace start to ace closer to a never was. In 3 years in DSL he has a FIP- of 45, 75, and 49, .2 HR/9, 2.5BB and 12k/9. He is only 20 and in his last year for me in the DSL. I have no idea what is going to happen with him. Either develops like his stats say or doesn't still. He had injuries so that could be messing with scouting. In 3 years only 150 innings so not enough data which is why I never promoted him out of DSL. But next year I'll drop him into A ball and see what happens.

Osiel Rodriquez from Cuba on the Yankess. Same kind of thing looks like he was promoted out of Complex and played in the DSL IRL 2019. Multiple back injuries for the Yankees. I found him in Indy ball and went with him at 2 potential stars. Started in A- in 2021 and now he is in AA at the deadline in 2022. Going back in the reports his initial velocity was only 93 some where along the way it exploded and is now 99 mph. Look like Jan/Feb 2022 his velocity spiked now he is 2.5 star potential guy. Only 20. Same kind of thing don't know if he will develop or not. Still to early. He might need 4 more years in the minors. He still only be 24 and if develops could still have 4 to 6 good seasons in the show.

Sometimes you find a good Foreign created player in the foreign leagues but they are never good at the start. Just good enough for the DSL then after 3 years if they shows signs of life maybe you ride with them.

Most of the interesting ones are Int Complex cast off's from MLB teams/ The worst is looking at a guy like why he is good why was he cut then you go to history and discover you cut him as a faceless dsl player and you feel shame. But those guys need time and inning accumulation. Most of the time they end up in Indy ball because they can't make it on the Big Foreign Leagues, even their minor reserve squads.

Sometimes they catch on at the small foreign leagues depending on their foreign player rules. But I set all the small foreign leagues to allow cash buyouts from other leagues, i set free agency to 3 years, contracts 3 years and turn off extensions. So if an MLB castoff ends up say in the Czech or Australia it will only be for 3 years then back to the pool if no one buys him out.
