but I'd love to be able to see a tally of the draft picks that have been made, maybe off to the left side of the screen, something like last 10 picks or something like that. Also on the Rule 5 draft screen. As it is, there's really no way to know who picked what if you're simming until your team's pick.

There's a way. It's called the transactions log.

Truth. Doesn't mean it can't be improved, and querying the Transactions Log is not ideal. It would be neat to see additions to the Draft screen, including the last ten picks. Good idea, OP.
