Scouting in Historical Replay

I am usually a strictly fictional player. But I started a historical replay game and saw something that made me curious. If Scouting is set at 100% accuracy and can't be changed, do the scouts ratings even matter? Would one scout be as good as the next?

With scouting set to 100% accuracy scouts will be disabled entirely and you will only see OSA ratings. If you want scouts enable the scouting system (should be on the same tab) and turn the scout setting to your liking.
