Finances - Budget vs Free Agent Money

Hello. I'm not new to the game, but I am new to the GM aspect. I'm trying to find the answers to my question, but the manual isn't clear for me.

If my owner gives me 90k budget, but I have 1.2 million for free agents, does the money I spend on free agents hit the budget? It seems it does because I am running red even though I am and will remain in the black overall.

If I am interpreting my actions correctly, this means that I need all my team to come under budget?

the budget is for all expenses...

so,

if you have slot $ turned on for draft picks, you must account for that.. coaching staff salaries... there's an allocated budget for international FA...
scouting costs...player development costs

also, if you tender a contract it's $$$ is held against the budget until the contract is signed or declined.

if you have cash on hand, it can be spent on FA but not extensions?? somethign like that, you can deduce what it is from teh front office screen information. i could very well be backward on that.

just in case that gives ideas: don't turn cash on hand to unlimited or raise it significantly from default. unless you are okay with escalating contracts (40-50M/year type) and a widened gap between the have's and havenot's in your league (rich vs poor).

for some, that could be a good reason.. i don't mean to inject bias.
