Rescout isn't working for human scouts

I just expanded the MLB quickstart after the 2016 season. I have taken over an expansion team. I hired a new scout, and simmed up until Free Agents file, which is two days before the expansion draft. Looking into the free agent pool, I quickly notice no player has scout ratings, only OSA. I quickly run a OSA/human scout rescout, but it doesn't change anything. So now I'm stuck 2 days before the expansion draft with no way to scout the pool. I've tried other tricks, like changing the scouting accuracy, turning scouting on and off, hiring a new scout, nothing seems to get my scout to rate players. Please help, thanks!

When I load your game, I don't see any problems. You have scouting reports from your scout (N. Yamaguchi).
