Creating and adding INTNL and winter leagues

Hey, here is what I want to do if anyone can help. I want to add every professional baseball league I know of that are not included in it. For example Australia, Italy, Netherlands, Russia, and China all have leagues. I tried this once to start with the Australian Baseball League but even with low team budgets and salary caps suddenly they have 4-5 star players littering lineups because it is a major league. I want it to be like the Mexican, Taiwan, Venez., etc. leagues where they produce some decent talent that is like real life. I would also like to add independent leagues like the CanAm League or where the St. Paul Saints play. Is there a tab I missed that allows you to create a league as a international or winter league? If so, where is it?

I would also like to create a few fictional leagues with a low skill level in places baseball is just developing such as Uganda, Brazil, and South Africa. Uganda has a very good little league program and if it continues to develop, who knows what could happen. They could produce minor or even major leaguers in 15-50 years. I would want my fictional leagues to develop like that. All 1 or 2 star players all from one nation in its league (I know how to cap foreign players) but have it develop gradually and maybe in 15-50 years start producing legit prospects. Is this possible? If so, how? Any help is appreciated. G

You can edit the PCM's to have lower talent but just because a player is a 5 star guy in the ABL doesn't mean he is a 5 star MLB guy.
I ran the ABL from 2008-2015 in my EBL vs MLB league. Only 2 from that league were superstars in other leagues in 2015. 1 guy won the Fireman award in one league and the other has self edited stats.
