Using the All-in-One Mod, why are some of the players pics real pictures instead of facegen pictures?

Did you check your settings in Global Setup under Player and Picture Options?

Same with me, and it is just for certain players. Is the All-In-One mod not finished possibly?

I had this using the All-In-One mod. Certain players would have a photo instead of facegen.

I had to uncheck the load player pictures automatically option in the Player and Picture Options.

Then when you start a new game you don't get the odd real photo for players

Looks like I'll have to remember that next time I start a new game. For now I'll just have to overwrite their picture with a fictional facegen, because I just don't like seeing people with the wrong hat and jersey on.

It appears to be only for certain rookies who haven't had facegens made for them.

You'll find it for coaching staff members as well.
