Expansion Draft Craziness

WTF happened here with this pitcher in the expansion draft? Why did teams keep drafting him over and over? He must have been REALLY popular!

Not only that-he was the pick 0 and -1 of several draft rounds. The two teams made loopholes to draft him more times. So who won? Which team got him, and more importantly, do you know if they actually got people that round, or if they had a lot of rounds where nothing happened?

I didn't even notice that. I fast-simmed through the league, so I didn't pay much attention to things when they happened. I was doing some research to try to make a Hall of Fame list and then noticed the strange history he had with the 1993 expansion draft.

Anyway, I'll look it up and see if I can see what happened with the rosters of Phoenix and Mexico City to see where he ended up and whether or not Phoenix and Mexico City actually fielded an expansion draft granted team or had to sign a bunch of free agents.
