Scouting Report vs. Show Ratings

Am I missing something, or am I just stupid. I have scouting turned off and still get weird "star" ratings.

When I'm on the transaction screen, a player that I have shows (this is under the 40-man drop-down): See post #4 for the "show rating" version.

When I go into his player profile page and go to scouting report, I get:

It seems the "scouting report" matches the star ratings from the same page, but not from the "show rating" on the transaction page.

Did you have scouting turned on at one point, then turn it off?

Is the game date the same as when the scouting report was released?
