Can't seem to get free agency AI to work for two leagues at once

I'm trying to have a game with two leagues (one is the 1986 players from Lahman and the other is all fictional) where I start off releasing the players of both leagues into one giant free agency pool and then having the teams of both leagues fill out their teams by signing players to contracts.

Well, its not working..
that is, only one league is working..
all the teams of one league (the first of the two that I create and send to FA) all offer contracts and sign players (and they successfully sign players that had originated both in the 1986 group and the fictional batch) while the teams of the other leagues hang on to all their money (the money is present for them) and don't offer to sign any players.

Is what I'm trying to do impossible in ootp07?

I've tried a number of different things and no matter what I get only one league that offers contracts to the players.

Any clue as to what's going on from the info I've given so far?

Based on everything I've seen over the past few days of trying this set up is that the AI only does the FA for one of the two leagues...is that what is supposed to happen?

gonna just...

Gonna just do a playaround by making one huge league with the teams moved from the second into the first for the purpose of FA and then moving the teams of that second league back to their own league.

Still, I'm curious as to what was going on before...I went over each and every setting in the game multiple times to try to get the design of my first post to work and just ended up baffled

Were you running version 2.0.2.53?

Did both leagues have identical financial settings? Did they both have free agency set to begin at the same time?

there's a setting for determining when free agency starts?
I haven't been able to find that one yet.
regular season schedules for the leagues both began in April but on different dates.

I did have different financial settings. I'll try again later today with identical financial settings and see what I get. Would be great if I could have different financials since the game setup I have in mind is one with two leagues of different financial designs, but, perhaps that is what is causing the AI to behave as it was.

and, yes, I am running 2.0.2.53

I don't know that you can specify when free agency will start, but it is quite possible that one league began free agency before the other. You can view the league events in each league to determine when free agency will start. If free agency had begun for one league and not the other, you would probably only see one league bidding on players.

That makes sense logically, Nutlaw, but I'm not sure it's how it works in the game. The free agency period is when players can declare free agency, not when teams can sign them. Teams can sign any day of the year.

They can, but they don't tend to, in my experience.
