Window Display on 1280X800

I am unable to have OOTP 6.51(A) version take up my entire screen. Is there any way to accomplish this, besides lowering the resolution? It is the only application (game or otherwise) that I own which behaves this way. Any help would be greatly appreciated. Thank you very much.

versions of OOTP before 2006 all can't be resized and take up exactly 1024x800. Pretty annoying how it covers up the taskbar, but that's just how it goes.
