Issue Reloading Game from Steam...Missing files or something

Hey guys...I am a longtime OOTP player of many years and play now mostly Perfect Team and Online Leagues. I recently redownloaded the game from Steam onto my Data Drive and can not get the game to work....It is as if necessary files are missing..I get a message when I am booting the game up about FACEGEN can not be found. The game is SUPER slow booting to the start screen and sometimes it does not even get that far---I have to close and try to open again. Once I do get to the start screen and type in my perfect team credentials it gives me a series of error messages which I took pics of and the eventually just shoots back down to error screen...I can play OOTP 25 fine and many other games..only this one...Please help as time is ticking in my Online league and they can not continue to wait for me LOL..... It seems as if the download package coming off of steam is corrupted or incomplete which seems totally unusal as I have over 100 games on steam and never this before...Please help! thank you Chris

PS I have uninstalled and reinstalled the game multiple times trying both my C and D drives...Same result....
