What's the deal with "International" titles?

I was just browsing on boxrec and saw that Wladimir Klitschko has previously fought for both the WBA International title and WBC International title. I've seen many other instances when a fighter was an "International" title holder.

What are these "International" titles? I always thought international meant the entire world. So what's the difference between the "World" Champion and the "International" Champion?

Actually an "International champion" could be the champion of Latvia and Lithuania. As long as it's at least two countries.

Two words "sanctioning fees"

How else does one explain such things as the WBA Fedelatin Heavyweight Bout staged in Connecticut between a Jamaican living in Nashville and a Brazilian? (unless I completely missunderstand what is implied by the term "Fedelatin") It should be called the WBA Fedelatinunlesswewishtoinsertanonlatinfornoreasono therthanwefeelthatwecangetabiggerfee Title

The alphabet boys may spout some high-minded sounding nonsense about allowing young fighters to get some exposure and opportunity. But my hunch is it boils down to money. The only thing that they like more than sanctioning fees are more or bigger sanctioning fees.

Lets be real international title mean nothing if your not in the states getting it done or you dont hold one of the Major title then you dont matter.
