Monitor related question/s

I know this has been covered, and I'm fairly certain of the answer. I recently purchased an NEC 19" flat panel running at 1280x1024 and it became obvious to me at the higher screen resolutions that OOTP simply runs in a window rather than full screen. To my knowledge, this has never changed. It's (the game) still fixed in a windowed state on the larger screens and the higher resolutions and optimized for 800x600?

Secondly, and a bit off-OOTP topic but not monitors, I don't know if any of you have the NEC AccuSync LCD92V but (and maybe I just stare at THIS page too much ) it seems to always have a background layer of light blue very similar to the forum colors. Seldom see any real black and white as I recall b&w. Any of you run into this at all?
